Paul's main point in Rom. 10:1-4 is much like 9:1-5, namely, that Paul earnestly desires his kinsmen Israelites to be saved! But they are not because they are trusting in their own righteousness to save them, and not the righteousness of God by faith. As for structure, I see v1 as the main point, and each successive verse as being a further ground. For example, v3 is the ground of v2, and v4 is the ground of v3. This is because of 2 reasons: 1) "Gar" is used at the beginning of verses 2-4, and 2) I see them as answers (grounds) for each of the questions implicitly raised. With a little careful analysis, one can easily see the questions going through Paul's mind as he answers these implicit questions. I have provided what I thought some of those leading questions are off to the side. Verrse1 : Paul desires and prays that his fellow Israelites would be saved. The implied question is: Why aren't they saved? Or, what's keeping them from salvation? Verse 2 : Answer: Yes, they have a zeal for God, but not the kind that has the knowledge of the truth! That's why they aren't saved. Again, the implied question is: What knowledge is that? How can not knowing something keep someone from being saved? Verse 3 : This verse forms a small chiasmus around the theme of righteousness in response to the implied question. A First, by not knowing (nor seeking to know) the righteousness of God , but B secondly by seeking to establish their own (which implies they didn't succeed), A' they did not submit themselves to the righteousness of God . In a wonderful instance of the mystery between Divine sovereignty (aorist passive verb form) and human responsibility (the passive takes a middle sense), Paul displays his case. They willingly sought their own righteousness instead of God's by faith in the Messiah who is righteous(ness) for us. Verse 4 : This verse makes the point even more explicit as to why some Israelites still are not saved: They are missing the whole aim of the law, namely, to show us our sin and our need for a righteous, Anointed One (Messiah), in whom we must trust for righteousness before God. If one has zeal for God, but does not know the Messiah, nor believe him to be, in fact, God who fulfills the law, then he/she does not truly know God. We have nothing if we do not have Christ!
