negativepositive
I have diagrammed "a new and living way" as being in apposition to "enter the holy place" (See New American Commentary.) and thus the relationship is Id/Exp.
We are to draw near to God bringing a sincere heart and in faith. We can do this because: 1. we have confidence to enter the holy place (v19), 2. we have a great high priest (v21), 3. our hearts have been cleansed (v22d) and 4. our bodies have been washed (v22e).
We are to hold fast to hope, since God is faithful to keep His promises.
We are to consider how to spur one another to love by encouraging one another when we assemble.

Phrase
Hebrews 10:19-25
Draw Near in Faith
Therefore, brethren, since we have confidence to enter the holy place by the blood of Jesus,
by a new and living way which He inaugurated for us through the veil,
that is, His flesh,
and since we have a great priest over the house of God,
let us draw near
with a sincere heart
in full assurance of faith,
having our hearts sprinkled clean from an evil conscience
and our bodies washed with pure water.
Hold Fast to Hope
Let us hold fast the confession of our hope without wavering,
for He who promised is faithful;
Consider Love
and let us consider how to stimulate one another to love and good deeds,
not forsaking our own assembling together, as is the habit of some,
but encouraging one another; and all the more as you see the day drawing near.
