Paul now commands Titus to refute false teachers in the church. This is one of the roles of an elder (Titus 1:9). It appears that Judaizers were spreading their teaching in the church. Titus is admonished to "silence" them and "reprove them severely", the goal being the restoration of these false teachers (Titus 1:13 - "that they may be sound in the faith").

Here we have a hint to the nature of the false teachings. It appears that judaizers are spreading their teachings in the churches. These would be a strong challenge for Titus, since he was an uncircumcised Greek (Gal 2:3). We see evidence of Jews on Crete in Acts 2:11.
The motivation of the false teachers is sordid gain. Paul addresses this also in 1 Timothy 6:3-5.
In v14 the Judaizers are accused of spreading "Jewish myths" and "commandments of men". Here Paul appears to elaborate on this by discussing purity through faith as opposed to the attempt to be pure through works of avoiding ceremonial defilement.
