John instructs his readers how they know they are children of God. Through believing Jesus is the Christ one becomes a child of God. One can know a child of God because they love God and observe His commandments.

In John 20:31 John states he wrote his gospel so that his readers would that Jesus is the Christ and Son of God. Here, in v1 and v5 we have John repeating these core beliefs.
