This is the first part of the answer to the question posed in v4b.
Through God's Spirit and not the power of man the great task (like a great mountain) of rebuilding the temple will be completed by Zerubbabel.
Zechariah sees a vision of a lampstand surrounded by two olive trees and ask an accompanying angel to explain the vision to him.
Zachariah asks once more for the meaning of the olive trees and the clusters emptying oil into the lampstand. The angel answers that these are two anointed ones who stand by the Lord.
Just as Zerubbabel has started the project, he will complete it bringing about that all will know that Zechariah has been sent by the Lord. No one should despise the small beginnings because God is rejoicing in the work and by the way, the lampstand represents the eyes of the Lord.
I assume "me" refers to Zechariah.

Zerubbabel will complete the temple because God's Spirit and not man at work.
Zerubbabel will complete the temple and then the people will know that the Lord has sent Zechariah. Therefore they should not despise the small start. God is rejoicing in the work.
