How are we to understand the command to be filled by the Spirit? And how to we go about obeying this? It is clearly a command especially since it is in direct contrast to another command that came right before it (do not be drunk with wine v. 18a). Also, it is clear that this is a command because Paul has laid out a patter of stating a command negatively and then stating positively on two occassions in the two previous verses and that seems to be what he is doing here as well. Hoehner , who takes this as a command, sees a parallel between Pauls command to be filled by the Spirit and his command in Gal 5:16-18 to walk by the Spirit. He summarizes his conclusion about the connection by saying, "the point is that walking by the Spirit and being filled by the Spirit mean that the Spirit of God directs and empowers a believer to live a life pleasing to God and his will," (Hoehner p. 705). My only issue between drawing a direct parallel between these two commands of Paul is that he uses different verbs for the command. If he really was conveying the same idea why doesn't he use the same verb? But what potentially inclines me to agree is that the focus so far in Pauls commands has been to "walk," (4:1, 17; 5:2, 15) and it wouldn't be illogical for him to be saying the same thing in relation to the Spirit. Also, Hoehner's understanding of what it means to be filled with the Spirit is right as far as he says it means to be controlled, directed, and empowered by the Spirit. I say this because the command to be filled with the Spirit is in conjunction with the command to not get drunk with wine, which seems to imply that wine does similar things to you but in a negative way that the Spirit does to you. Drunk people are lead, empowered, and directed by their drunkenness and do bold and stupid things. Whereas the apostles in Acts when filled by the Spirit did bold and crazy things for the gospel and the glory of God.
