In regards to earthly institutions, always be able to say with a clear conscience that you have given your authorities what you were obliged to give. And yet, in regards to your brothers, never conclude that you have given enough love.

Interesting. However, my push-back would be the fact that 8a and 8b have the same subject "no one" whereas your paraphrase assumes two different subjects.

I think my subject is "you" in each case, "[you] make sure to say to your authorities..." and "[you] never conclude that you have given..." unless I'm seeing it wrong. But the indirect object does change -- "authorities of earthly institutions" and "brothers." That seems to be what I'm seeing in the text. "Owe nothing (direct object) to no one (indirect object) (context implies a reference to earthly institutions), except to love (substantival infinitive acting as direct object) one another (direct object of the substantival infinitive) (context of 'one another' implies 'within the body of Christ.'). That's what I was going for anyway :)
