How God Shines Light to People in Darkness
The gospel call to repentance gives light to people in darkness.

When Jesus moved to Capernaum to give light to those in the darkness of death, he preached a message of repentance because the kingdom of heaven was near .
12a-b has a Locative relationship with 13-17 because Galilee is the larger area within which Nazareth and Capernaum are located. I could have chosen Series to relate 12 to 13-17, but since Matthew quotes Isaiah and Jesus' preaching, his focus is on what Jesus did after he entered Galilee, and so 13-17 is more important than 12 (even more so than a Progression relationship would show).
13-16 has a Temporal relationship with 17 because of the prepositional phrase "from that time" (17a). 13-16 explain what Jesus did and why , and then 17 reveals what Jesus preached from the time he moved to Capernaum. The sermon itself takes precedence over mere description of the location or time of its being preached (even though the prophecy in 16 is important). Another possibility is Inference or Action-Result , which might be even better.
