This verb-participle construction is an example of "Periphrastic." This is when "An anarthrous participle can be used with a verb of being (such as ἐιμί or ὑπάρχω) to form a finite verbal idea. This participle is called periphrastic because it is a round-about way of saying what could be expressed by a single verb.
ἐν τῷ + an infitive shows contemporaneous time and with a present infinitive should be translated with "while."
This is a genitive of content, usually identified by the nuance of the word that this genitive is related to.
This is a complementary infinitive Its frequently used with "helper" verbs to complete their thought.
