The central idea is that discipline is acommunity project. The need to address sin is given to the community (discipels here). If your brother sins . . . points to the need to humbly address others as equals. This is the first step and Jesus emphasizes our need to approach them individually by restating himself. the phrase 'against you' you is not in the oldest and most reliable manuscripts so is probably not original. Contextually it fits better as Jesus has been talking about sin and lost and straying sheep. There is also an obvious progression of if then clauses. We are to address erring brother individually ( restated for emphasis). If that does not work then we are to take witnesses to verify reponse. If that does not work then we are to tell the church. If that does not work, then we are to treat him as a Jew would treat a Gentil or tax collector. We are to shun them so as to bring about repentance.
