I Think the flow of the passage can perhaps be traced like this. First, Paul's attitude toward the Romans 1. I thank God for you 2. I constantly pray for you and hope to come to you. Both of these propositions seem to have the same ground: "Because your faith is proclaimed in the whole world". Secondly, Paul's desire for the Romans 3. I long to see you for our mutual encouragement and to strengthen you. 4. I want you to know...... I have already tried to come but I have been prevented and once again my goal is to reap a spiritual harvest just like I have among the rest of the Gentiles. Both of these statements appear to be grounded in Paul's obligation to Barbarian and Jew alike, wise and foolish. The relationship between the two sections could be argued but I have chosen ID Exp because I think that in simplest terms, Paul is further unpacking his attitude and showing what his underlying thoughts have fostered in his soul for the Romans. This could be taken as a distinct statement, or even a progression but I think that would be a bit strained. In light of all this, there is something inferred or rather a "therefore". As a "result" of all this, I want to preach the Gospel to you.
