The Central Idea of this passage would appear to be the fact that the wrath of God is revealed against all unrighteousness. This comes after the statement in vs. 17 that the righteousness of God is revealed in the Gospel from one level of faith (maybe) to another. Paul grounds his argument, and then he grounds his ground and then he appears to ground his ground. He proves his point in reality. This is so, because this happens.... and this is why that happens.... and this is why they should know better..... etc. Note the discussion of Psalm 5. God hates wickedness. He is mad about sin. This hasn't changed and part of the present reality is that he is actively judging sin now. Let me prove that, says Paul.
