Overall, I see this passage as a strong warning against legalizing tendencies within the church and (positively) as an encouragement to hold fast to the doctrine of justifcation by faith alone. The "dogs" are further defined as "evildoers" who are yet further defined as "mutilators of the flesh." The introduction of circumcision in 3a finally specifies that he is describing the pushers of circumcison in 2a-c. Why should we watch out for these folks? Because [ground] we who trust in Christ by faith are the true circumcision, and thus are in no need of what the salvation-by-works crowd is peddling. Having raised the idea of putting confidence in the flesh in 3d, Paul then expands on the foolishness of doing so in vv. 4-6 with some autobiographical reflection. The gist of Paul's reflection is that if anyone would have a right to put confidence in the flesh -- espeically in the way the circumcison crowd wishes to do -- it would be Paul himself. And yet he is leading the way in denying any efficacy of such things to save or to gain us right standing with God.
