According to the arc, two levels are going on at the same time. On the one level Jesus is telling a story. On the other level, Jesus is living out the story as he tells it. Perhaps Jesus was giving a subtle commentary on his hearers. While telling the story about the different responses of the same seed to different soils, Jesus is at the same time spreading seed so to speak (the seed of his word, the story) and telling his listeners if they have ears to ear they should listen (that is, seed in good soil is analagous to his word in people who have ears to hear it). Also, the middle response of the seed in shallow soil receives the most space in his parable perhaps because Jesus is warning the majority of people who might receive his word with joy that's not an indication they've accepted his teaching to the point of vering fruit.

And he spoke to them manyn things in parables saying, "Behold, a sower went out to sow

and while sowing, some fell beside the road
