Nicodemus is bewildered at Jesus' statement about being born again (3:1-8). Jesus responds with a rhetorical question pointing Nicodemus back to the OT, where he should see from Ez. 36 what it means to be born of water and of spirit. The reason that Nicodemus can't understand that, Jesus concludes, is that he does not believe. Jesus then goes on to explain that he descended from heaven, hints at the kind of death he would die (although he says nothing of his death), and explains to Nicodemus that whoever believes will be saved.
