Jesus proclaims that the kingdom of God is at hand and calls his hearers to repent and believe in this good news. I think a homiletical outline should flow from your hermeneutical outline so that you are helping people put together the passage and read the text. Therefore, the headings are less of what we should do but more of what the text already says. 1. Jesus proclaims the gospel of God (1:14) 2. Jesus declares the kingdom has arrived (1:15a) 3. Jesus calls his hearers to repent and believe (1:15b)

Now after John was arrested, Jesus came into Galilee, proclaiming the gospel of God,

κηρύσσων τὸ εὐαγγέλιον τοῦ θεοῦ
and saying, “The time is fulfilled, and the kingdom of God is at hand; repent and believe in the gospel.”
καὶ λέγων ὅτι Πεπλήρωται ὁ καιρὸς
καὶ ἤγγικεν ἡ βασιλεία τοῦ θεοῦ·
μετανοεῖτε
καὶ πιστεύετε ἐν τῷ εὐαγγελίῳ.
These two Participles serve as two modifiers revealing the manner in which Jesus came. The two word based participles (preaching & saying) are revealing the same point. The good news of God is the in-breaking of the kingdom of God in the person of Jesus Christ.
Note from ESV study Bible: "The kingdom is more than simply the rule of the Spirit within people, since the kingdom will ultimately include the restoration of all creation (See Rev 21:1). However, Jesus has not yet revealed the fact that the kingdom will come in stages. How Jesus relates to this kingdom will be seen in the following chapters. Initially, he is the one who proclaims the coming saving rule of God."
This is a clear inference to Jesus's statement "The time is fulfilled, and the kingdom of God is at hand" One significant question is what is the gospel at this point? What is Jesus calling his hearers to believe in? I think it is what he just said, the kingdom of God has arrived.
Very significant word. This is the clearest bridge in this passage for a biblical theological unpacking of the kingdom of God/good news.
