Main point could be: 
For their church leaders’ responsibility of soul care to be one of joy instead of burden, and for their benefit themselves, believers are to obey and submit to their leaders’ authority.

Very good! I agree with your propositional labels. 

In the final relationship (between 17a-d and 17e-g), there is in Greek the conjunction ίνα (hina) - indicating purpose. That is why in the following English Bibles, 17e-f was translated as: 

NIV: 
…so that their work will be a joy, not a burden… 

CSB: 
…so that they can do this with joy and not with grief… 

LEB: 
…so that they can do this with joy and not with groaning… 

Have you considered labeling it as Action-Purpose?
