Paraphrase: You are the salt of the earth. Salt is only good for tasting. [implied: be salty!) You are the light of the world. A city on a hill cannot be hidden. People do not light a lamp in order to cover it; they light a lamp in order to give light to the house. [Therefore since you are the light of the world] Let your light shine before men: do good works so that other people will see and praise your Father in heaven. There are two illistrations, then the truth made explicit. Salt, light, bring glory to your Father in heaven. An important observation, I think is that when Jesus makes the command to be salt and light explicit in verse 16, the command is "let your light shine". It is not simply "do good works". I think letting your light shine is something more than simply doing good works. In other words, there may be a way to do good works and not let your light shine, which would not lead people to glorify and rejoice in God. Letting your light shine seems to indicate something not separate from good works, but also not neccessarily only good works? This passage is all about purpose. Our purpose as human beings is to glorify God: to point the way to Him and serve as His representatives in the world. I don't want to go to far in reading too much into the illistrations and make a theological error, but I think Jesus uses two things that very well illistrate our purpose as Christians. Salt and light are both used, not so much for their own sake, but to point the way to something else: salt highlights the flavor of a steak, light lets us see other things. Christians don't have value for their own sake. We are meant to help people see God. When God works in us, we can reflect His light into the world. See 1 Peter 2:9
