Ulitmatley Paul is saying that being circumcised is valuable if you obey the Law, and that converserly, circumcision is of zero value if you do not obey the Law. He then draws 2 conclusions with 2 scenarios: 1)if a Gentile obeys the Law, then he will be viewed as being circumcised, and 2)if a Gentile obeys the Law, then he will judge those who disobey the Law even though they are possessors of the Law and are physcially circumcised. He then gives his foundation for the conclusions: A Jew is one who is inwardly circumcised, a circumcision of the heart that is done by the Spirit. This person is not circumcised by the letter at all, only by the Holy Spirit. And this person's praise comes from God and not from others. *A "hidden" link that Paul makes is between obedience to the Law and circumcision of the heart performed by the Holy Spirit.
