The wrathful consequences of not honoring God is for Him to allow us to fall deeper into sin. It starts with lust in heart leading to a body that is dishonored. Then it moves to a depraved mind leading to not only doing extremely improper things but also approving of those who do them too. You can see the two primary parts of man (I'm not claiming dichotomy) - his heart and his mind. It is noteworthy that the consequence of sin is wrath, and the expression of that wrath is man going deeper into sin. Ultimately, this entire section is the Ground for the previous section.

Wrath is revealed and I have absolutely no excuse for this wrath because God has made His attributes clear and I dishonored Him.
Therefore, God gave them over in lust to impurity because they exchanged the truth of God for a lie and worshiped and served creation instead.
For this reason, God gave them over to degrading passions because they had homosexual feelings and performed homosexual acts.

And God gave them over to a depraved mind for the purpose of doing improper acts.
