The 3-14 is a perfective look (13 aorists out of 18 total verbs) by Paul on God's glorious role in our salvation from election before the world began (3) to a church that is holy and blameless (4). This is definitely the helicopter glimpse! This is a broad stroke of God's amazing redemptive purpose that is boundless. This is idea is really what is explained in the following content (5-14). It is almost repetitive but it is elaborated and contextualized with similar purpose clauses, namely, to the praise of God's glory. Moreover, I think the broad sweep here is complemented by the stroke of 2:1-10. Paul uses 11 aorists there and still gives an overall perfective look, nevertheless, this look is more detailed and dealing with "the now." Rather than from "before the world" to "consummated church" he shows us "dead in sins" to "walking now." I have decided to express 3b as a Ground to 3a. Although I do not think Paul's primary intention is make 3b the argument for 3a, he is ascribing praise to God by referring to His work in salvation. The eulogy is primarily declarative, but it is also represented in such a way as to entice the beneficiaries of the blessing to join with Paul in high-volume exultation. (O'Brien explains more of what perhaps could be a loaded intention by Paul, see p. 94).
