Conditional Participle (Smyth §2067; Porter, Idioms, 10.5.3; Robertson, III.XIX.B.8.c.β). A participle can stand in as the protasis (the "if" part of a condition)
ἀμελήσαντες takes a genitive direct object. In Thayer's Lexicon it says, "o be careless of, to neglect: τινός." The τινός (genitive case of τις, "someone") is the lexicon's way of alerting you to this.
λαβοῦσα is a nom fem sing participle, which means that the implied subject of the action of the participle is nom fem sing (Smyth §2056 [I]). Here we understand it as thus: "(which [salvation]) received a beginning to be spoken."
This infinitive completes the verbal idea: "having received a beginning to be spoken" (Smyth §2000 [Complementary] or § 2005 [Respect] or § 2008 [Purpose] )
