It's not because God is giving us all these things the reason why He is our Shepherd or that is why we can say that we shall not want - (because it will look like we're just after the gifts) Rather, we experienced all these because He is our Shepherd and because He is great and merciful God Who chose to reveal Himself to us, hence we are complete. Moreover, verses 2a-6b only further explains how God shepherds His Sheep or what does being a Christian look like (in this passage particularly how God discipline King David), hence, Idea-Explanation.
God does everything for His Glory. He disciplines those He love because He is full of mercy and because He is Good.
We have to remember that as His children, God owns us and He will take care of us, His Sheep, as He promised. Being with God or having God in our life is enough. If we desire Him, we will have Him, He will then show His compassion and He will make known to us the path of His righteousness. He is the One Who leads us to the path of His righteousness that is why as a result we can now say that we fear no evil and we are sure that His goodness and mercy shall follow us all the days of our life and therefore we will continue to find our joy and hope in the presence of our Lord Jesus Christ.
