Paul gives the reason why the Jews' ignorant zeal keeps them from being saved: FOR they do not submit to the righteous of God (v .3) FOR they did not understand it AND moreover they desire to make themselves righteous FOR Christ is the fulfillment of the law for those who believe in him (v. 4) It is helpful to see that ZEAL is not necessarily a negative thing. 2 Cor 11:2 is helpful: ζηλῶ γὰρ ὑμᾶς θεοῦ ζήλῳ - I am zealous for you with a godly zeal. This means that there is a good kind of zeal, Godly zeal. Zeal is used 16 times in the NT, 6 of which are clearly positive. Of those 6, 4 are in 2 Cor, 1 in John and 1 in Hebrews. The only other use in Romans is negative. However, negative uses don't have any reference to God. Here in Rom 10, although the explicit context is that the Jews were not zealous for God, Paul makes it clear that zeal is not bad with the qualification: they were zealous BUT not from knowledge. Paul is saying that these Jews are working HARD, just like he did, just like he is now. And we should have zeal for God, too. But Zeal is nothing without knowledge. IF you pursue righteousness without a true knowledge of God, you will FAIL. Because the correct knowledge of God is this: Christ fulfills the law for everyone who believes in him. The most frequent words in Rom 10:1-4 are Righteousness (3x) and Knowledge (2x). Paul is clear that without a correct knowledge of God, righteousness is impossible. However, knowledge is not the only thing necessary! These three words are key: παντὶ τῷ πιστεύοντι. Faith in Christ's atonement is foundational to righteousness.
