Base on your corrections kuya, I think I will change it into this:

1. 5b-5d is the IDEA and 6-8 is the explanation

2. 6a is the IDEA and 6b-6d is the explanation

3. 6,7&8 are three part series.

4. Could it be possible to make (2b-8) & (9) & (10-13) BILATERAL

Well, "the fountain of living waters," even though it's not a proposition with a verb, could possibly be divided and labelled Id-Exp - it could go either way!

But why I think it should be divided is because 13c-d is clearly an Id-Exp that should be divided, and the Explanation mentions "water." So you would have two Explanations, both talking about water, both contrasting each other a "fountain" beside "broken cisterns." I think that has enough value that 13b should be divided into two pieces, to show that contrast in the text.

7a shouldn't be the part of the Progression. 6c-d are clearly a Progression, describing the Exodus, both starting with the relative pronoun "who." But 7a is different, beginning with "and," and because it is a description of Israel by the Lord, not giving what Israel did not say, as in 6b-c.

Thus the Explanation following the Idea of 6b should stop in 6d.

1) There is another quotation formula, "declares the LORD." (Yes, there are others, like in 3b and 5a; however, this is more significant - see the next point.)
2) The Ground that begins in 10a doesn't support all of 2b-9, but only 9. It gives the reason why God will "still contend" with Israel, which starts in 9.
