This passage is expanding on v13 ( do not use Christian liberty as an opportunity for the flesh) showing how not to give an opportunity to the flesh: Firstly by Walking by the Spirit for it desires the opposite things to the flesh Walk by the Spirit is repeated also in v25 thus it frames the passage. Secondly by being led by the Spirit for the Spirit leads us into hearing with faith (ch3.) and away from law (Flesh only can operate in a realm of law Rom7:5) Thirdly by living in the Spirit for the flesh has been crucified with Christ along with its power.
