If God were to reject David, or oppose David, that would impact God's people under David's leadership. So for their sake, David calls on God to forgive him and continue to do good to His people. I don't understand vs. 19. David has just said God's delight is not in sacrifice, but then he says righteous sacrifices will be God's delight. He links those sacrifices on God's action of doing good to Zion and building up the walls of Jerusalem. Hmmm. This is the best I can come up with: I don't think God didn't want sacrifices, but he wanted right sacrifices that come from a broken and contrite spirit. David's instruction to his people (13), the instruction that came through David, a broken sinner, would lead people to a right heart so their sacrifices would be right.
