The first arc (vs. 1-4) seems to be an explanation of how it is that David has taken refuge in God. He sites three reasons: 1) His confession that God is His Lord; 2) his delight in the godly (not the wicked); 3) His resolve to not follow the wicked. That's what it means for David that he has taken refuge in God. The second arc (vs. 5-11) seems to be a restatement of David's resolve that God would be his refuge, and the consequential security that comes from that position. David states his position: God is his portion, God is on his side, and God is counseling him -- even at night. As a result (vs. 9-11) he has joy, security, life and pleasure. I don't know how David felt when he started the Psalm - crying out to be preserved. But by the end, he seems to be feeling pretty good.
