The second begins with 7 and includes 10 specific requests. The Psalm closes with a sense of resolve (13-14). I've interpreted 14 as David's own self-exhortation. Because of what he has believed, he calls his soul to wait on God and be strong. The relationship between vs. 1 and 2-3 can be id/exp in the sense that 2-3 define what it means that David had no need for fear or dread. It also could be an inference. Because the Lord is the defense of David's life, therefore when evildoers or a host or war rise, he could be confident.
