Even though he is imprisoned, Paul finds joy knowing that his circumstances don't keep him from living his primary call -- to exalt Christ - that he would not be put to shame by somehow not exalting Christ in his body. His prison is a place to exalt Jesus, so he could rejoice. The ground for that perspective is found in 21 - He lives for Christ. His existence is for the glory of Jesus. Though being with Jesus is far better, since he knows his life is for Jesus' exaltation, he knows he will continue on earth, to serve Christ's purposes.
