David does what he calls others to do - he ascribes glory to God. (ascribe: to credit or assign, as to a cause or source; attribute; impute) He calls the heavenly beings (maybe because of their unique perspective of watching the storm) to ascribe glory to God for His power. David sees holiness in the storm. David looks at a powerful thunderstorm (it seems to me) and gets caught up in worship to the God who is over the storm. To the thunder, he ascribes the glory of the voice of God. As he observes, he must see or imagine lightening striking a tree - causing a forest fire - stripping the forest bare. I don't understand 9 -- could it be the cause of the shock of the storm puts the deer into labor? (The NIV translates it: "his voice twists (or shakes) the oaks) One thing that really stands out to me in this Psalm is that David really was enamored with God. He thought about God during a storm. Pretty much this entire Psalm is all about God. David wasn't in relationship with God to use God. He doesn't bring fear, or crisis. He is just caught up with the glory of the majesty of God. I really like that.

series
The voice of the LORD is upon the waters;
The voice of the LORD is over the waters;
The God of glory thunders,
the God of glory thunders,
The LORD is over many waters.
the LORD, over many waters.
The voice of the LORD is powerful,
The voice of the LORD is powerful;
The voice of the LORD is majestic.
the voice of the LORD is full of majesty.
The voice of the LORD breaks the cedars;
The voice of the LORD breaks the cedars;
Yes, the LORD breaks in pieces the cedars of Lebanon.
the LORD breaks the cedars of Lebanon.
He makes Lebanon skip like a calf, And Sirion like a young wild ox.
He makes Lebanon to skip like a calf, and Sirion like a young wild ox.
The voice of the LORD hews out flames of fire.
The voice of the LORD flashes forth flames of fire.
The voice of the LORD shakes the wilderness;
The voice of the LORD shakes the wilderness;
The LORD shakes the wilderness of Kadesh.
the LORD shakes the wilderness of Kadesh.
The voice of the LORD makes the deer to calve
The voice of the LORD makes the deer give birth
And strips the forests bare;
and strips the forests bare,
And in His temple everything says, "Glory!"
and in his temple all cry, "Glory!"
The LORD sat as King at the flood;
The LORD sits enthroned over the flood;
Yes, the LORD sits as King forever.
the LORD sits enthroned as king forever.
The LORD will give strength to His people;
May the LORD give strength to his people!
The LORD will bless His people with peace.
May the LORD bless his people with peace!
