Like 29, this is another Psalm that is practically all about God. There are commands given to worship God or fear Him, but the Psalm is full of truth about God. Worship and fear Him: for His Word is upright, He is faithful, He loves righteousness and justice, His hesed is found everywhere, and His voice governs everything. vs. 8-9 flow naturally from 4-7. David has just made a case to worship God. One would sense awe for God after realizing the 6 truths listed. And vs. 8 calls us to just that - to fear God - to stand in awe of Him. For the very same reason -- His voice commands all. Interesting in vs. 9, there is no specific object of His action -- only "it." I wonder if that means everything. The third section (12-22) focuses on what it means to belong to God. The benefits are clear. Out of that truth, I really like 22 - let your hesed be on us! It's like 20 and 21 -- based on the truth of what it means to belong to God, David says -- we belong to you - so let all your covenant love rest on us! (Because vs. 4 and 6 both begin with the "word of the Lord", I would possible consider 5 as somehow supporting 4a, i.e. that the reason the Word of the Lord is upright is because He loves righteousness and justice, and b/c the earth is full of His Hesed. that may be too much of a stretch, but it brings some kind of logical flow -- more than a simple series of independent statements.)
