καὶ ἠρημωμένην ποιήσουσιν αὐτὴν καὶ γυμνὴν

καὶ αὐτὴν κατακαύσουσιν ἐν πυρί.
ὁ γὰρ θεὸς ἔδωκεν εἰς τὰς καρδίας αὐτῶν
ποιῆσαι τὴν γνώμην αὐτοῦ
καὶ ποιῆσαι μίαν γνώμην
καὶ δοῦναι τὴν βασιλείαν αὐτῶν τῷ θηρίῳ ἄχρι τελεσθήσονται οἱ λόγοι τοῦ θεοῦ.
καὶ ἡ γυνὴ ἣν εἶδες ἔστιν ἡ πόλις ἡ μεγάλη ἡ ἔχουσα βασιλείαν ἐπὶ τῶν βασιλέων τῆς γῆς.
God is controlling the situation behind the scenes. It is necessary for the king to come remains, but he remains for just a little while. Later on, the kings give authority *to* the beast, but it is authority they have *received* in the first place. This idea is repeated at the end of the chapter. God puts this faux-unity in their hearts to judge the great city. And the horns give authority to the beast only until God’s word is fulfilled. So… perhaps God judges the prostitute *through* the beast.
The lamb gains victory over the ten kings. He is King of Kings!
My view is that the phrases marked “indirect descriptors” ultimately serve to describe the πορνη, but do so by describing her relation to other entities—the *kings* of the earth and the *inhabitants* of the earth.
