David is obviously angered and has some serious angst against these people. However, he is wanting to be kept in check by God. This Psalm is about God's knowledge of David, he wants to acknowldge the reality of God's intimate knowledge of him and now perhaps we see where David is going. God knows even the evil hateful thoughts. What David seems to want ultimately is that God would therefore search him and know him and help him know if it is right to feel this way and want this for people. He wants to be "righteous" in his anger and only God can help him there. He is being teachable, ultimately teachable and submissive to God's rule and leading in his life.
