It seems that the main concept is dealing with the desires and delights of those who seek the Lord contrasted to those who do not - who dwell in their sin, scoff at the Lord, enjoy wickedness. I think that the point is that we delight in God's truth and meditate on His law, which shows us what sin is and reveals some of His wisdom. Those who do these things are called, "the righteous," and by God's knowing them, they will prosper.

Blessed is the man who walks not in the counsel of the wicked,
You will be blessed to avoid the counsel of those who do not seek the Lord
nor stands in the way of sinners,
and to avoid planting yourself in their ways
nor sits in the seat of scoffers;
as well as to avoid dwelling in the midst of those who scoff at God
but his delight is in the law of the LORD,
Instead, let your joy come from God's law
and on his law he meditates day and night.

In all that he does, he prospers.

The wicked are not so,
As a contrast: the wicked
but are like chaff that the wind drives away.
They are nothing
Therefore the wicked will not stand in the judgment,
This is how we know that, they will be condemned for thier lives
nor sinners in the congregation of the righteous;
As sinners unforgiven

for the LORD knows the way of the righteous,
This is because, God stays the hand of the righteous (those trusting in Christ)
but the way of the wicked will perish.
