There is a significant contrast between two types of people; the righteous and the wicked. The righteous is compared to a tree planted by a river, flourishing, bearing fruit, growing, whereas the wicked is like a stalk of grass that has withered and will be blown away. There is no growth, no life with the wicked, only death. The way that this is fuller explained is that the righteous doesn't follow the counsel and lifestyle of sinners but instead delights in the counsel of the Lord. People aren't his authority; God is. Ultimately, the righteous knows God and is known by God, as opposed to the wicked, who are on a pathway to death.

Blessed is the man who walks not in the counsel of the wicked,
Blessed is the man who does not receive counsel from the wicked
nor stands in the way of sinners,
who does not continually stay with those who are godless
nor sits in the seat of scoffers;
who sits with those who are unbelieving and mock God
progression
but his delight is in the law of the LORD,
Rather, he enjoys God's ways and counsel
and on his law he meditates day and night.
and on these ways he meditates constantly
inference
negativepositive
He is like a tree planted by streams of water
He can be compared to a tree that is planted by a river
that yields its fruit in its season,
this tree produces fruit
and its leaf does not wither.
It's leaves remain green
actionresult
comparison
In all that he does, he prospers.
All that this man does prospers
The wicked are not so,
The wicked are nothing
but are like chaff that the wind drives away.
They are like chaff that the wind blows away
Therefore the wicked will not stand in the judgment,
Therefore the wicked will not stand when they are judged
nor sinners in the congregation of the righteous;
They are sinners who will not be counted with the righteous
series
for the LORD knows the way of the righteous,
Because the Lord knows those who are righteous
but the way of the wicked will perish.
