In verse 16c, "all believing in him" is the subject of the verbs "will not perish" and "have eternal life". The clause "all believing in him" is a substantival clause. The reason I say that is because of the absence of the relative pronoun "whoever" in the original language. Substantival clauses doesn't modify or qualify the subject, it is the subject. Relative clauses on the other hand modifies or qualifies the subject.
