In 24a the subjunctive was used relative to the trip to Spain ( ὡς ἂν πορεύωμαι ). Inferring 'The Lord willing and the creek don't rise). Here the δὲ is alluding to that aspect of his plans for Spain.

This is the reason why I have so often been hindered
