After discussing Christ's preeminence in creation and redemption, Paul discusses how Christ has reconciled man through his bodily death. This is shocking because 1) Christ is supreme over all things and 2) man was alienated and hostile towards God. Man's hostility towards God is shown "doing evil deeds". The purpose of this reconciliation was so that Christ could present man before himself holy, blameless, and above reproach. This purpose of Christ is only provided for people that continue in the faith and do not turn from its hope. Paul defines the faith as the gospel that he has preached, and has been proclaimed in all creation. What does Paul mean when He says that the gospel has been proclaimed in all creation, v.23b? Reformation Study Bible says that Paul is using hyperbole, but that the gospel has been preached throughout the civilized (Roman) world.
