Eternal, eschatological flourishing belongs to the man who is not deceived--the one who remains steadfast to the commands of God through Christ in affliction because (1) he sees that his own sinful nature (not the affliction) is what tempts him to abandon the faith and to do works that lead to death, and (2) God, who is supremely unchanging and sovereignly generous, brings him to the truth of his Word, deepens his faith and obedience through affliction, and keeps him until the end.

Μακάριος ἀνὴρ ὃς ὑπομένει πειρασμόν,
Blessed is the man who remains in temptation/testing,
ὅτι δόκιμος γενόμενος
because when the appearance comes,
λήμψεται τὸν στέφανον τῆς ζωῆς ὃν ἐπηγγείλατο τοῖς ἀγαπῶσιν αὐτόν.
he will receive the crown of life, which he (God) promised to those who love him.

There seems to be a direct reason why it is progression over Ac/Res here--because each of us are tempted by our own sinful inclination, but the author seems to be saying, "you don't have to choose the inclination--only when the desire seizes you/you cling to it, does the inclination give way to the works that lead to death!"
