Pray, especially for authorities, that all people may be godly and have true peace, for we have a God who desires their salvation and has given us the means for such salvation through Christ, the peacemaker between us and the Father. Therefore, exemplify this peace and godliness in your churches. Men, as you pray, do not be quarrelsome or raise hands against one another, but lift them in praise to a holy God. Women, just like the men, show your godliness by the way you dress, which accords with the way you act, learning quietly and with full submission to the church's elders, which means not teaching or having authority over men. I ask this of you, dear sisters, because in creation man was created before the woman and given authority over the woman, and when he failed to exercise his authority and allowed Satan to undermine creation order, he allowed the woman to be deceived, which resulted in her sin. The point of 1-6 is that we pray for all to live peaceful and quiet lives (not quarreling) - namely, be godly (right worship of God/due reverence) and dignified (be peaceable to other people - Matthew Henry says to be honest) - both are requirements of the Christian - godliness leads to honesty and honesty displays godliness. This is acceptable to God - the God who sent Christ to save us - to make peace, not to quarrel or be in conflict with us.
God has come, in the person of Christ, to make peace with sinners (the long awaited Messiah, who was prophesied about in the OT) - he has revealed this to us through Christ (first to the Jews) and through Paul (to the Gentiles).
MEN - live peacefully and in worship to God as Christ calls you to live peacefully and obediently to God
WOMEN - you too, do not use your bodies to create dissension or to intentionally show your independence from your husbands or to lead men astray in sexual immorality, but dress so that all may live peacefully and not be tempted to sinfulness (not a fault of women, but something they can do for all so that all might pursue holiness and peace) - adorn your dress with your character - let there be no separation or juxtaposition - let your physical appearance reflect your inward appearance.
Ground 1) Adam came first in order of creation and received instruction directly from God about the garden and what is/is not permissible (Eve did not), Eve came after Adam was created and had received instruction; 2) Adam was not the one who was deceived - Eve was deceived - Adam was passive (which too was sin). Point: Women, don't make the same mistake Eve made! Don't proclaim your independence from the men of the church (or in the home) through your dress or action, refusing to learn in quietness and full submission, seeking roles given to men in the church (and in the home). Adam received the instruction from God, Adam was to lead and protect his family in obedience, Satan undermined Adam's God-given authority and spoke to Eve, Adam allowed Eve to take up his authority although she did not receive the instruction from God, Eve, having usurped Adam's authority, was deceived, and then Eve spoke deceit over Adam when Adam should have spoken truth, and the result was the fall of man. Thus, women, in the church, should not speak where God has given instruction/is giving instruction, because God gave authority to man, he gives instruction to man, and where woman seeks to usurp or interpret that instruction (when a man should be doing so), the consequences are unnatural and can result in sin (and do result in sin because authority is given to man). So (return to the point of the passage) be godly, honest, peaceful and not quarrelsome - do not create situations where temptation can abound, and thus where sin can reign. These commands are for the church - 1 Tim 3:15 - and these commands are sent as a reminder against the false teaching in the church: 1) dissension, 2) asceticism, 3) persuasion of women to follow false doctrine, and 4) persuasion of men AND women to abandon biblical gender roles (Douglas Moo, pg. 177-178). This command is not rooted simply in issues of submission in Ephesus, but is rooted in creation order (for the family and the church - submission of women to their husbands (Eph 5) and women to their church leaders)
This does not say that she became the first transgressor, it is only pointing out how Eve sinned in the narrative of the fall of man. This was Eve's sin, which became woman's sin - the desire for usurpation of the man's role (Gen 3).
Men are to give life by preaching, teaching and exercising authority (spiritual children). Women are to give life, and redeem their position, by childbearing/child-rearing (physical children). OR She was cursed in her transgression (historically no modern medicine, may result in death), BUT will be saved through - or despite/passing-through - your pain and suffering in childbearing - not cursed - you will be saved from your transgression if you continue in faith and love and holiness, with self-control and not condemned as your pain/suffering in childbirth seems to imply.
Exercise Authority - authenteo - literally, "one who with his own hand kills either himself or others; the ability to dominate" - in later Greek writing, "the author, the one who does the/a thing himself, an absolute master" One way authority is exercised is by elder-led teaching/persuading (though it is not the only way) - teaching is the primary instrument of leading/authority within the church. Authority is in the scripture - not in the man preaching/teaching it, and thus, the teaching of scripture is authoritative because it comes to God's people with the authority of God and His Word (Moo, pg. 181).
