Paul is not primarily teaching on election here, but gets to it by way of teaching of how the promises of God have not failed. Paul states that he'd be cut off from Christ for the sake of his brothers, who are Israelites. They have all of the promises of the OT. The next thought is, "If Israelites are not receiving these promises, doesn't that mean God has failed?" Paul starts in verse 6 showing this is wrong. He says not all Israel is Israel, and not all of Abraham's offspring are his children. The true children are those of promise (Galatians 3 and 4 talk of how those of faith are the children of the promise).
