Main point summary
Those who resided at Philippi were considered saints before God, even though they were still ordinary, sinful people. That is why Paul could confidently wish God's purpose of His & the Son's benefits of grace (good favor) and tranquility of heart and mind of being at peace with God (peace).

We want to wish you good favor
as well as tranquility of heart and mind that you are at peace with God through the blood of His Son.

I know this is a participle. I wanted to bold it to show the relationship of Action/Manner. It seemed that the underlying idea was the Paul's wish for grace and peace are coming from God the Father and Jesus Christ.
I chose an Action/Purpose because it seems as if Paul's purpose in beginning this letter was to wish the purpose of God's grace & peace upon them, despite what they were getting ready to read.
