I saw v.7 as a progression, because it seems to be saying something more than what was described in the prior verses, which are basically about working out the Abrahamic covenant in Babylon, that is be fruitful in a foreign place. In v. 7 there is a further statement about what the exiles are to do. They are to seek the welfare, the peace, the Shalom of the city. If they seek the Shalom of this wicked city, they will be blessed. I have heard Tim Keller on this, and I am working it through Scripture to see if it be an appropriate text for a philosophy of ministry regarding the city.
