Τί οὖν ἐροῦμεν;
Therefore ( since God has called some from the Gentiles and only a remnant from the Jews) what shall we say?
ὅτι ἔθνη ... κατέλαβεν δικαιοσύνην,
( Answer : We shall say) that Gentiles attained righteousness
...τὰ μὴ διώκοντα δικαιοσύνην...
even though they did not pursue righteousness

δικαιοσύνην δὲ τὴν ἐκ πίστεως,
that is , (they attained a) righteousness which is from faith

Ἰσραὴλ δὲ διώκων νόμον δικαιοσύνης
but even though Israel pursued a law of righteousness
εἰς νόμον οὐκ ἔφθασεν.
nevertheless they did not succeed in reaching that law.
διὰ τί;
Why (didn't Israel arrive at the Law of righteousness)?
ὅτι οὐκ ἐκ πίστεως
(Israel did not arrive at the Law of righteousness) because they did not pursue it by faith,
ἀλλʼ
but (Israel pursued the Law of righteousness)
ὡς ἐξ ἔργων•
as though it were based on works.

(This propensity toward works caused this result ) they stumbled over the stumbling stone (i.e. Christ, cf. 10:11)
καθὼς γέγραπται• ἰδοὺ τίθημι ἐν Σιὼν λίθον προσκόμματος καὶ πέτραν σκανδάλου,
(the reason they stumbled over Christ is given to us by Isaiah 28:16; cf. 8:14,15): “Behold, I am laying in Zion a stone of stumbling, and a rock of offense;
καὶ ὁ πιστεύων ἐπʼ αὐτῷ οὐ καταισχυνθήσεται.
and the one who believes in him will not be put to shame.”

Brothers, my heart’s desire and prayer to God for them is that they may be saved.
μαρτυρῶ γὰρ αὐτοῖς ὅτι ζῆλον θεοῦ ἔχουσιν
For I bear them witness that ( although ) they have a zeal for God,
ἀλλʼ οὐ κατʼ ἐπίγνωσιν•
nevertheless (their zeal is) not according to knowledge.
ἀγνοοῦντες γὰρ τὴν τοῦ θεοῦ δικαιοσύνην
For , ( in that they) ignored the righteousness of God,
καὶ τὴν ἰδίαν [δικαιοσύνην] ζητοῦντες στῆσαι,
and ( in that they were) seeking to establish their own,
τῇ δικαιοσύνῃ τοῦ θεοῦ οὐχ ὑπετάγησαν.
( therein ) they did not submit to God’s righteousness.
τέλος γὰρ νόμου Χριστὸς εἰς δικαιοσύνην παντὶ τῷ πιστεύοντι.
For the goal of the law is Christ for righteousness to everyone who believes.
