Πῶς οὖν ἐπικαλέσωνται εἰς ὃν οὐκ ἐπίστευσαν;
How then will they call on him in whom they have not believed?
πῶς δὲ πιστεύσωσιν οὗ οὐκ ἤκουσαν;
And how are they to believe in him u of whom they have never heard? 1
πῶς δὲ ἀκούσωσιν χωρὶς κηρύσσοντος;
And how are they to hear v without someone preaching?
πῶς δὲ κηρύξωσιν ἐὰν μὴ ἀποσταλῶσιν;
And how are they to preach unless they are sent?

As it is written, w “How beautiful are the feet of those who preach the good news!”
Ἀλλʼ οὐ πάντες ὑπήκουσαν τῷ εὐαγγελίῳ.

Ἠσαΐας γὰρ λέγει• κύριε, τίς ἐπίστευσεν τῇ ἀκοῇ ἡμῶν;
For Isaiah says, y “Lord, who has believed what he has heard from us?”

Indeed they have, for a “Their voice has gone out b to all the earth, and their words to the ends of the world.”

First Moses says, c “I will d make you jealous of those who are not a nation; with a e foolish nation I will make you angry.”
Ἠσαΐας δὲ ἀποτολμᾷ καὶ λέγει• εὑρέθην [ἐν] τοῖς ἐμὲ μὴ ζητοῦσιν, ἐμφανὴς ἐγενόμην τοῖς ἐμὲ μὴ ἐπερωτῶσιν.
Then Isaiah is so bold as to say, f “I have been found by those who did not seek me; I have shown myself to those who did not ask for me.”

The implied now here is masc singular, because the relative pronoun to which it is functioning as antecedent is accusative, masc singular. This is because in Greek, a pronoun agrees with its antecedent in gender and number

Israel heard and understood the gospel but did not believe or obey and because of their disobedience, God has chosen to save the gentiles by the same gospel, in order to provoke Israel to envy and wrath. or God has chosen to save the gentiles by same gospel, in order to provoke Israel to envy and wrath, since they did not obey or believe the gospel having heard and understood the gospel.

Interesting question about Paul's main point! Have you considered a coordinate relationship? Like, Israel did not believe AND the Gentiles believed. God dealing through the Gospel independently of the two yet with different outcomes? Maybe the relationship is not a ground or inference but just order of time, like first the Jew then the Gentile?
